The Woodmoor Improvement Association (WIA) board met on May 27 to update its rules and regulations and to hear director reports.
Rules and regulations
Forestry Director Jason Hann reported that the board had met in executive session to revise the rules and regulations for WIA. He moved to adopt the updated rules and regulations, with the final verbiage to be sent to the board at the end of the week. The board unanimously approved the motion. Director highlights
- Vice President. Peter Bille reported that the staff is doing a great job moving forward with the new system and that the phones have been fixed.
- Community Outreach. Director Rick DePaiva attended the NEPCO meeting, whose speakers included representatives from the state Division of Water Resources and from the Woodmoor Water and Sanitation District. DePaiva said the presentation applied more to people drilling wells. Presentations and meeting minutes are available in the member area of www.nepco.org.
- Treasurer. Homeowners’ Association Administrator Denise Cagliaro reported for Treasurer Pete Giusti that WIA is running 3.3% under budget. There are 174 unpaid accounts, with around 20 that are more than one year in arrears. Liens will be filed on June 1.
- Covenants: Director Jennifer Davis reported 16 covenant items with three violations issued pertaining to trailers and RVs. There were no unfounded complaints, and 29 issues were resolved with friendly communications. There were 11 HOA checks and no covenant hearings in May, but there will be two hearings on June 11.
- Public Safety. Director Brad Gleason reported that one of the Woodmoor Public Safety (WPS) officers had left, and interviews are starting to find a replacement.
- Architectural Control: Ed Miller reported 55 project submissions in April, 46 of which were approved administratively. Seven projects were approved by the architectural control committee, and two were denied. There have been 127 projects submitted year to date, which is a 3.2% increase from 2025, with a 97.6% approval rate.
- Forestry: Hann noted a huge increase in interest in Firewise mitigation. There were seven Forestry and Firewise visits last month, with 10 more in the pipeline. The last grant packet was submitted and approved, with the check expected shortly. He noted that chipping days are scheduled for June 20 and 21 as well as July 18 and 19 at Lewis-Palmer High School. Due to construction and the closure of Higby Road, the logistics and traffic flow will be updated and marked with signs. He also noted that Black Forest Slash/Mulch is open and has information at www.bfslash.org on acceptable refuse.
- Common Areas. Steve Cutler reported that the sprinklers have been turned on at The Barn and the flower bed has been planted. A contractor will start mowing the common areas in June, weather permitting.
- President. Bille, on behalf of Bush, who was excused, asked residents to take their trash cans in after pickup.

The WIA Board of Directors usually meets at 7 p.m. on the fourth Wednesday of each month in the Barn at 1691 Woodmoor Drive, Monument. The next meeting will be on June 24.
